Board of Directors Meeting Minutes

Tuesday, February 17, 2026 at 6:00 p.m.

The Board of Directors of River Valley Transit Authority held its regular meeting on February 17, 2026. Mr. Noah Bower, Chairperson, called the meeting to order at 5:30 p.m.

I. ROLL CALL

Board Members Present: Noah Bower, Mark Murawski, Chuck Crews, Max Moore (Virtual), Feif Gallagher, Nikolas Kadenas, Rick Mirabito, Solicitor Jill Nagy (Virtual)
Administration Present: Todd Wright, Jennifer Steigelman (GFS), Steve Smith, Samuel Polys, Cameron Serafini, Chris Smith, Stacie Elliftawi, Brenda Davis-Williams, Sal Vitko (Virtual)

II. EXECUTIVE SESSION

Chairperson Bower stated an executive session will be held after the regular meeting.

III. APPROVAL OF MINUTES

Minutes from January 20,2026, were. Ms. Gallagher made a motion to approve. Mr. Kadenas seconded the motion. The motion carried.

IV. FINANCIAL BUSINESS

A. January Financial Update
Ms. Davis-Williams presented the January financial report.
Mr. Crews made a motion to approve the financial report and schedule of expenses. Ms. Gallagher seconded the motion. The motion carried.

B. FY26 Budget Transfers
Ms. Davis-Williams presented a budget amendment for FY25-26.
Ms. Gallagher made a motion to approve the transfers. Mr. Kadenas seconded the motion. The motion carried.

V. MANAGER’S REPORT

A. January Ridership / Operations Report / Maintenance / Marketing
Mr. Wright presented the manager’s report for RVTA. During January RVTA carried 62,038 passengers, 10,129 passengers were seniors. Token transit ridership totaled 12,495 users.

Progress continues with the TDP, currently the public involvement process is in planning stages.
Token Transit validators have been received. The vehicle install survey will be completed in early March.
Mr. Vitko stated that the MPO has the 2027-2030 Transportation Improvement Plan (TIP) is now out for public comment.
4 new-hire bus operators have all attained their CDL licenses.
Recruitment for vehicle maintenance personnel continues with multiple boosts on social media.

VI. UNFINISHED BUSINESS

A. Committee Updates
The Finance Committee met on January 29th, 2026. The Maintenance Committee met on January 21st, 2026. A meeting summary was provided with the agenda packet.

B. Status of Triennial Findings
A new extension date has been set for March 20th.

VII. NEW BUSINESS

A. Passenger Fare Structure
Mr. Wright presented an updated bus fare structure. RVTA will be eliminating the 2-ride and 7-day pass. PennDOT states that transit agencies must have a 12-15% recovery rate from the passenger fares. Mr. Murawski asked when the fare increase will take effect. Mr. Wright stated it will take effect on July 1st, 2026. Mr. Crews asked if other agencies are raising their prices. Ms. Nagy stated that other transit agencies are raising prices. Mr. Mirabito inquired on our efforts to promote the free senior citizen transportation offered to the public.
Mr. Murawski made a motion to accept the proposed fare structure. Ms. Gallagher seconded the motion. The motion carried.
