Tuesday, March 17, 2026 at 5:30 p.m.

The Board of Directors of River Valley Transit Authority held its regular meeting on March 17, 2026. Mr. Noah Bower, Chairperson, called the meeting to order at 5:30 p.m.

I. ROLL CALL

Board Members Present: Noah Bower, Mark Murawski, Max Moore, Feif Gallagher, Nikolas Kadenas (Virtual), Rick Mirabito, Solicitor Jill Nagy (Virtual)
Board Members Absent: Chuck Crews
Administration Present: Todd Wright, Jennifer Steigelman (GFS), Steve Smith, Samuel Polys, Cameron Serafini, Chris Smith, Stacie Elliftawi (Virtual), Brenda Davis-Williams, Sal Vitko
Guests Present: Emily Mrochko (WATS Committee)

II. EXECUTIVE SESSION

Executive session was held before the board meeting at 5:15 pm.

III. APPROVAL OF MINUTES

Minutes from February 17, 2026, were reviewed. Ms. Gallagher made a motion to approve. Mr. Moore seconded the motion. The motion carried.

IV. FINANCIAL BUSINESS

A. February Financial Update
Ms. Davis-Williams presented the February financial report.
Ms. Gallagher made a motion to approve the financial report and schedule of expenses. Mr. Mirabito seconded the motion. The motion carried.

B. MOU Between the City of Williamsport and RVTA
The City of Williamsport approved the MOU; this will tie up various financial matters between RVTA and Williamsport. A balance of approximately $1.6 million dollars is due to RVTA from the City.
Mr. Murawski made a motion to approve the MOU, Ms. Gallagher seconded the motion. The motion carried.

V. MANAGER’S REPORT

A. February Ridership / Operations Report / Maintenance / Marketing
Mr. Wright presented the manager’s report for RVTA. During February RVTA carried 60,866 passengers, 10,084 passengers were seniors. Token transit ridership totaled 12,026 users.
RVTA will be celebrating Transit Worker Appreciation Month. Each department within RVTA will be spotlighted on RVTA social media.
RVTA is conducting employee surveys. The surveys will be collected and reviewed.

VI. UNFINISHED BUSINESS

A. Committee Updates
All committees met and updates were presented.

B. Status of Triennial Findings
RVTA still has 3 open findings related to property questions.

C. Transit Development Plan Update
Mr. Vitko presented an update on the TDP, the draft was received from STV. April will be the outreach month for conducting surveys. Popup surveys will be held at UPMC, Walmart, and Midtown landing.

VII. NEW BUSINESS

A. 2027-2030 Williamsport Area Transportation Study Metropolitan Planning Organization Transportation Improvement Program (WATS MPO TIP)
Ms. Mrochko presented the 2027-2030 WATS MPO TIP update.

B. Substance Abuse Policy Revisions
Mr. Smith presented the updated substance abuse policy. He stated more wording was added into the document.
Mr. Mirabito made a motion to accept the revisions. Ms. Gallagher seconded the motion. The revisions were adopted.

VIII. PUBLIC COMMENT

Mr. Wright stated the RVTA Safety Awards Banquet will be held on April 19th, 2026 at the Michael Ross Event Center.

IX. DATE OF NEXT MEETING

Tuesday, April 28, 2026 – Trade and Transit Centre II

X. ADJOURNMENT

Mr. Murawski made a motion to adjourn the meeting. Mr. Moore seconded the motion. The meeting was adjourned at 6:35 pm.
